USA increasing duty on Canadian sawn softwood

As showed in the 2nd administrative review (AR2) revealed by the U.S. Department of Commerce at the end of May, the antidumping and countervailing duty (AD/CVD) put on Canadian deliveries of softwood lumber is being increased again.

In accordance with the final tariffs demostrated in the U.S. Federal Register on 24 November, the general rate of duty for AD/CVD has been increased from the previously applicable 8.99% to the new 17.90%. As such, the rate is a bit below the figure of 18.32% declared in May.

The same as earlier, special rates of duty use for companies showed separately in the AR2. West Fraser Timber will pay AD/CVD at a combined rate of 11.12% (previously: 8.97%) in future, and the rate for Canfor is 19.54% (4.62%). Resolute Forest Products will be charged at a combined rate of 29.66% (20.25%), and J. D. Irving Ltd. of Saint John, New Brunswick, at 15.00% (4.23%). Only in November 2020 the U.S. Department of Commerce reduced the rate of duty from an average of 20.23% to 8.99%.
